Neighborhoods Business Clusters

Recognizing the need to revitalize San Jose's older commercial plazas, the SJRA is creating a single Redevelopment Project Area comprising six San Jose neighborhood business clusters (NBC) demonstrating significant physical deterioration and economic
decline.

These clusters, consisting of one or more small shopping centers, suffer from inadequate parking, poor lighting, lack of landscape, vacancies, outdated architectural design features, and deteriorating structures. All are financially impacted by newer, more accessible retail centers that are responsive to the neighborhood's shopping requirements.

The SJRA's goal is to revitalize each cluster and increase commercial or mixed-use development
to better serve the needs of the neighborhood. SJRA's
strategies and improvements for individual clusters include:

  • Completing the Union and Camden Cluster with facade, landscape and parking lot improvements view map
  • Implementing the approved design for facade and parking lot improvements in the Monterey and Roeder Cluster view map
  • Developing a retail revitalization and housing strategy for the White and Quimby Cluster view map
